Amazon announced a 3.5% fuel and logistics surcharge on FBA fulfillment fees effective April 17, averaging $0.17 per unit for standard U.S. orders, per CNBC. The seller reaction is already playing out in logistics coverage: high-volume, low-margin FBA sellers are recalculating whether their business model still works inside Amazon's fee structure.

When those sellers move inventory out of FBA into third-party warehousing or regional carrier networks, those packages exit Amazon's last-mile delivery network entirely. That's volume that never reaches a DSP route.

The mechanism matters for operators because stop count moves before revenue does. A route structured and staffed for 180 stops per day doesn't generate 180-stop economics at 160 stops — it generates 160-stop revenue against 180-stop overhead. Fixed costs don't compress when volume softens. They stay.

Brent crude futures rose more than 6% in a single trading session to $107.35 per barrel as markets priced in continued Strait of Hormuz disruption, per TechCrunch and Supply Chain Dive reporting. Amazon's open-ended surcharge — no specified end date, unlike USPS's January 2027 cutoff — is the company treating $107 oil as a planning assumption rather than an exception. Sellers are pricing it the same way.

Three metrics for operators to watch through Q2: daily stop count per route (the earliest volume signal), parts and lubricant costs (energy prices typically flow into maintenance spend within weeks), and any surcharge extension announcements from Amazon, UPS, or FedEx. When carriers stop putting end dates on fuel surcharges, they're publishing their Q3 forecast.
